Impact Fees

Implementation Dates:

Parks and Recreation fees: Effective July 1, 2025

Fire and Police Department fees: Effective January 1, 2026


On June 26, 2025, City Council passed Ordinance 2025-01, an ordinance adopting procedures for the imposition, calculation, collection, expenditure, and administration of Impact Fees on new development. 

The City of Fountain Inn, South Carolina retained TischlerBise to prepare a Development Impact Fee study.  Development impact fees are collected from new construction at the time a building permit is issued. The fees are one-time payments for new development’s proportionate share of the capital cost of infrastructure. 

Development impact fees may only be used for capital improvements or debt service for Fountain Inn’s Parks, Police, and Fire growth-related infrastructure.   

In the state of South Carolina, municipal and county governments may adopt impact fees pursuant to the South Carolina Development Impact Fee Act (S.C. Code of Laws, Sec. 6-1-910 et seq).

Impact Fee Schedule:

  • Single-family: $3,137
  • Multi-family: $2,678
  • Commercial/Retail: $2,889 (per 1,000 sq ft)
  • Industrial: $576 (per 1,000 sq ft)
  • Office: $1,282 (per 1,000 sq ft)
  • Institutional: $1,763 (per 1,000 sq ft)
